Simcha Shel Mitzvah, Words by Rabbi Margolin

This week I spent a lot of time going to events marking the Shoah in Brussels. They were, rightly and fittingly, solemn occasions. But here’s the thing: at every event, I found my fellow Jews talking together, smiling, sharing stories and there was even the odd joke or two.
Even at this darkest of commemorations, there was life and a celebration of the deep bond between us that transcends the shared pain and history. And it stood in stark contrast to the others present who were sombre faced and bore the weight of history in a very different way.
It seemed to me that the reminder to stay positive and rejoice in your Judaism that I tried to leave you with last week needn’t have been said, as it was clearly and demonstrably in evidence.
Because when you think of it, and you delve a bit deeper into our faith, the reason becomes clear: Joy (Simcha), is our central artery, feeding our heart and mind and driving us forward.
Moses after leading us through trying times, through hardship, rebellion and our complaining, understood us well when he said that it is our capacity for joy that gives the Jewish People the strength to endure.
Explaining to a non-Jew our holidays often ends with the cliché “they tried to kill us, let’s eat”, but this throwaway comment masks a more fundamental truth.
Let’s pick a holiday out at random…Sukkot for instance.
On Sukkot we leave the security and comfort of our houses and live in a shack exposed to the wind, the cold and the rain. Yet we call it zeman simchatenu, “our season of joy”.
Try another: Purim.
On the face of it a deeply depressing story, and yet we overcame, and boy, do we celebrate!
Time and time again, throughout our texts, we are enjoined to celebrate life, to rejoice.
Now either we are a bunch of deeply weird people who seem to thrive on adversity, orsomething deeper is going on here. You don’t need to guess what side I’m going to lean on. But let’s dwell on the ‘weird’ idea for a minute.
The founder of the Chassidic movement was once asked: “Why is it that Chassidim burst into song and dance at the slightest provocation? Is this the behaviour of a healthy, sane individual?”
The Baal Shem Tov responded with a story about a deaf man coming across a group of townspeople dancing to a musician that he hadn’t seen, and he thought they had gone mad.
The point is, without the context, such expressions of joy can appear disconcerting or perplexing.
Our context runs deep. We are commanded to Love the Lord our G-d with all our heart and all our soul and all our might. Moses as we touched upon earlier put Joy at the heart of Judaism (even as he was reading out the curses), and our Mitzvot? Well, the concept of simcha shel mitzvah, the “joy of a mitzvah,” has always been part and parcel of Jewish teachings.
Rabbi Lord Sachs, as eloquent as always, once told a story that toward the end of his life, having been deaf for twenty years, Beethoven composed one of the greatest pieces of music ever written, his Ninth Symphony. It became the West’s first choral symphony. The words he set to music were Schiller’s Ode to Joy.
Now, Ode to Joy, as any Europhiles reading this will know, is the anthem for the European Union. And Rabbi Sachs story came to mind as I was looking at the European flag at one of the events.
Because looking around the room, looking at my fellow Jews smiling, living, rejoicing in their Judaism at this tragic commemoration, and contrasting it with the others present, underlined to me not only the context I was just talking about, but how each of us, each Jew, has, as Rabbi Sachs alluded to, their own ‘ode to Joy’ within them, an ode that to those who are deaf to it might indeed appear odd, but to us comes not as second nature, but instead as the primary essence of our being.
Rabbi Menachem Mendel of Lubavitch wrote that “The Baal Shem Tov wiped away tears from the Jewish people. He worked hard to ensure that every Jew would be happy simply because he is a Jew.”
There’s still a lot more work to be done on this by all of us, but looking around the room at those various events, it was clear to me that the joy of being a Jew remains the ‘perfect defeat’ of the Holocaust, and a reminder, if one were needed, of what a beautiful thing it is to be Jewish.
We must always continue to go out with Joy.

Addressing anti-Semitism in schools: UNESCO and OSCE launch framework curricula for teacher trainers

UNESCO and the Organization for Security and Co-operation in Europe’s Office for Democratic Institutions and Human Rights (OSCE-ODIHR) are publishing new resources for teacher trainers, titled Addressing Anti-Semitism in Schools: Training Curricula. Launched online on 24 November (5pm CET), the publication responds to an alarming rise in anti-Semitism, which is threatening the security of Jewish communities and individuals around the world.
The publication reflects the view that education plays a crucial role in raising young people’s awareness of anti-Semitism and helps them resist the harmful messages of hate speech. In 2019 alone, anti-Semitic hate crimes increased by 13% in Germany and 14% in the United States, for example. In 2020, the COVID-19 pandemic spurred a new wave of anti-Semitic conspiracy theories, while studies in the United States and Europe show a marked increase in Holocaust denial and distortion, both on- and off-line.
Supporting educators in particular, UNESCO and the Organization for Security and Co-operation in Europe (OSCE) Office for Democratic Institutions and Human Rights (ODIHR) are publishing new resources for teacher trainers, titled ‘Addressing Anti-Semitism in Schools: Training Curricula’. The publication will be launched online on 24 November at 17.00 CET.
Recognizing that schools are not immune to messages and acts of hate, UNESCO and ODIHR’s new publication prepares teachers and school directors to resist anti-Semitism through education and to address it when it arises in an educational environment. Divided into four distinct volumes, the publication includes targeted curricula for trainers of teachers in primary, secondary and vocational education, as well as school directors. The resources were developed with the support of the University College London Centre for Holocaust Education, as part of ODIHR’s Turning Words into Action to Address anti-Semitism project and within the framework of UNESCO’s programme on Global Citizenship Education.
The curricula follow a human rights-based approach and provide pedagogical knowledge and concrete activities, designed to strengthening learners’ critical thinking, understanding, and rejection, of anti-Semitism, prejudice and discrimination. Each volume includes a comprehensive list of good practices as well as examples of scenarios and methodological suggestions. Adding to the publication, the USC Shoah Foundation UNESCO Chair on Genocide Education is developing a website that will link the curricula to existing online teaching resources.
The new publication is based on UNESCO and ODIHR’s 2018 guidelines for policymakers on Addressing anti-Semitism through Education. In 2019, the guidelines informed a series of capacity-building workshops, which reached policymakers from more than 60 countries.
The online launch on 24 November will feature statements by Katarzyna Gardapkhadze, Officer-in-Charge of ODIHR, Stefania Giannini, UNESCO Assistant Director General for Education, and German Ambassador Michaela Küchler, who holds the International Holocaust Remembrance Alliance Chair. A panel discussion will focus on The role of education in addressing antisemitism with the participation of Maram Stern, Executive Vice President of the World Jewish Congress, Sharon Nazarian, Senior Vice President of International Affairs at the Anti-Defamation League (ADL), Stuart Foster, Executive Director of the University College London Centre for Holocaust Education. It will be moderated by Stephen Smith, Executive Director of the USC Shoah Foundation and UNESCO Chair for Genocide Education. The framework curricula will be introduced by Ruth-Anne Lenga, Programme Director, and Arthur Chapman, Associate Professor in History Education of the University College London Centre for Holocaust Education.

Greek Court Bans Kosher and Halal Slaughter

The Hellenic Council of State banned kosher and halal slaughter on Tuesday. Kosher and halal preparations of animals are central to Jewish and Muslim religious practices.
Both practices require animals to be killed without being anesthetized. The Panhellenic Animal Welfare and Environmental Federation requested that the court annul an exemption in a law that allowed religious slaughtering practices to take place without anesthetic.
The courts ruled that the religious preparation of animal products did not outweigh those animals’ welfare, and decided that the exemption was a violation of the law’s requirement to slaughter animals with anesthesia. The court has left it up to the government to regulate the relationship between animal rights and religious freedom, and they will preside over the country’s slaughterhouse practices.
Many Jewish people are speaking out against the court’s decision, calling it an infringement on their religious freedom. European Jewish Association (EJA) chairman Rabbi Menachem Margolin said that “Jewish freedom of religion is under direct attack across Europe from the very institutions that have vowed to protect our communities.”

Jewish groups outraged over Greek court’s decision

The EJA believes that the court’s decision is following a precedent set last December by the Court of Justice of the European Union, which gave EU nations the ability to ban kosher slaughter in support of animal welfare while also allowing for religious freedom for affected religious groups.
The decision allows members of the EU to make their own decisions about how to follow animal welfare guidelines while allowing people to practice their religions. But the EJA believes that “it is now clear” that member states are leaning heavily in favor of animal welfare and neglecting religious groups.

“As early as last December we warned about the dangerous consequences of the European Court of Justice ruling, and now we are seeing the result,” Margolin said. “It started in Belgium, moved to Poland and Cyprus and it is now Greece’s turn. These direct attacks come from many of those governments and institutions that have vowed to defend their Jewish communities.”

“What we are witnessing is first-rate hypocrisy,” he said. “When it comes to antisemitism, governments and institutions rightly stand behind us. But when our beliefs and customs are attacked right and left by laws, they are nowhere to be seen.”

Margolin said that the EJA plans to air their grievances at the highest level of the Greek government, hoping to get engagement and dialogue about how they can practice their religion comfortably in Greece. The EJA leader considers the issue of high importance, as food preparation and slaughter practices are central parts of both Jewish and Muslim religions.
“How can Jews live in Europe if you continue to legislate against us?” said Margolin.

80 years after Babyn Yar massacre: tools to keep the memory alive, learn the lessons

For two days, September 29 and 30, 1941, 33,771 people were exterminated. More than thirty thousand of them were Jews.
A zoom press conference was dedicated on Tuesday to the 80th anniversary of the Babyn Yar massacre ahead of an event “Lessons from Babyn Yar: History, Memory and Legacy” which is jointly organised by the House of European History in Brussels and the Kiev-based Babyn Yar Holocaust Memorial Center (BYHMC).
The conference, organized in cooperation with the European Jewish Asociation, discussed lessons 80 years later, as well as unveiling new and unique tools to keep the lessons, history and memory alive, including actually putting faces and names to those murdered for the first time.
Among the speakers, French Father Patrick Desbois, founder of Yahad-In Unum and head of the scholarly council of BYHMC, stressed that Babi Yar was a criminal site where the genocide of the Jewish people took place in the center of a large city in a large country (Kiev, today Ukraine).
‘’The locals willingly aided the young fascists. The gunmen were given sandwiches and tea with little vodka in it as the mass executions lasted many hours,’’ he noted.
Father Patrick asked a practical question: where did the tons of items and valuables taken from the Jews before their execution go? ‘’It would seem that everything should be documented, but it is easier to find detailed evidence and statistics of the shootings than information about the confiscated property of those killed. It was as if the Germans were embarrassed to write about such facts.’’
He added, ‘’For me, this is another terrible evidence of the Babi Yar tragedy: human life is reduced to zero. It is only the result of statistics, nothing more. Even more terrible is that the USSR, on whose territory the tragedy took place, tried to hide the truth about Babyn Yar for a long time. Nevertheless, our generation has a goal: to find the hidden facts and restore the history of this bloody genocide.’’
“I visited Raka in Syria where there was a mass grave. Journalists came, journalists went. Perhaps in 80 years there can be a debate about what is a ‘fitting’ memorial. What is important is keeping the memory and lessons alive,’’ stressed Father Desbois.
One of the panelists, Marek Siwiec, Director of European Affairs at BYHMC,  provided information about many ongoing projects, each of which can contribute to the restoration of the truth about Babyn Yar.
Colossal work has been done: out of more than 33,000 dead, 28,428 names have been identified, and essential family and personal facts have been restored. All these invaluable findings became the basis of a vast program titled “Project Names.”
‘’It brought us closer to the real life of those who were shot at Babi Yar. They say that the death of one person is a tragedy, but the death of tens of thousands is a statistic,’’ said Siwiec, who is a former member of the European Parliament.
‘’Project Names’’ allows us to turn dry statistics into pain for everyone who was left in that terrible place, who did not live, who did not love, who did not leave their continuation on earth,’’ he added.
Another project mentioned by Siwiec, “Red Dot” (Red Dot Remembrance), is unique: more than 3,000 people provided information about the WWII war crimes. This app has so far registered 2,850 sites across of Europe of the ‘Holocaust by bullets’ which enables users to see and learn what took place wherever they are.
‘’These are mass extermination sites, eyewitness accounts, evidence supported by documents, which were kept with German punctuality and pedantry throughout the war,’’ explained Siwiec.
On the Babyn Yar massacre anniversary date of 29th September, 15,000 schools in Ukraine will participate in a “lessons of the Holocaust Day”.
‘’The key word underpinning all of our activities is education. It is only through education that the tragic disasters of the past can never be repeated,” said Siwiec.
Marek Rutka, a member of the Sejm, the Polish parliament, and chairman of the parliamentary group for the commemoration of the crimes at Babyn Yar and for a Europe free from genocide and hatred, explained that members of his political party  regularly visit the sites of the Shoah executions. ‘’They see heartfelt tragedies lead to politically literate conclusions about the need to talk about the Shoah on a European scale. There is no genocide without the tolerance of neighboring countries. These words can be taken as a motto for the whole debate.’’
